STRASBOURG, 07.05.2009 - A delegation of the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has recently carried out an eight-day visit to Abkhazia1, Georgia.
The visit began in Sukhumi on 27 April 2009. It was carried out by the following members of the CPT:
- Ales BUTALA, Head of the delegation (Slovenian)
- Marzena KSEL (Polish)
- Andres LEHTMETS (Estonian)
- Joan-Miquel RASCAGNERES (Andorran).
They were supported by Fabrice KELLENS, Deputy Executive Secretary of the CPT.
The de facto authorities in Abkhazia cooperated fully with the CPT's delegation. In particular, the delegation was granted access to all places of deprivation of liberty which it wished to visit and was able to interview in private persons deprived of their liberty.
The delegation visited the following places of deprivation of liberty:
- Pre-trial detention facility (IVS) in Gali
- Pre-trial detention facilities in Sukhumi (including the IVS of the de
facto State Security Service)
- Pre-trial detention facility in Tkvarcheli
- Dranda Prison
- Dranda Psychiatric Hospital
- Military detention facility, Sukhumi
At the beginning and end of its visit to Abkhazia, the delegation held discussions in Sukhumi with the de facto authorities. Subsequently, on 4 May 2009, the delegation met the Georgian authorities, in Tbilisi.
During its visit, the delegation also met representatives of the United Nations Observer Mission in Georgia (UNOMIG) and of the Mission of the International Committee of the Red Cross in Sukhumi.
